Mandate: Currency stability: a stable external value for the Hong Kong dollar under the Linked Exchange Rate System.
How it works: Hong Kong runs a currency board. The monetary base is fully backed by US dollar reserves, and the Authority undertakes to buy and sell Hong Kong dollars at the two edges of a narrow band against the US dollar. It does not set interest rates by decision: its Base Rate follows a formula tied to the United States policy rate, and market rates move with flows of money in and out of the Hong Kong dollar. There are no scheduled policy meetings. Banknotes are issued by three commercial banks against US dollars lodged with the Authority, and a Currency Board Sub-Committee publishes a record of its discussions.
